Apostle Otha Ulysses Bell, Jr. is the Co-Founder and Apostolic/Prophetic Leader of Blood Covenant Fellowship Prophetic Teaching Ministries located in Georgetown, Texas. He has 42 years of experience in various forms of ministry. He has served the Lord as a Sunday School Teacher, Deacon, Minister, Associate Minister, Assistant Pastor, Pastor, and as a Chaplain at both the State Correctional Institutions in Camp Hill and Chester, Pennsylvania respectively. In September of 2005 then Pastor Bell was appointed as Bishop-designate for the Maranatha Faith Fellowship International of Stockbridge, Georgia. He was consecrated to the Office of a Bishop in the Lord’s Church by Archbishop Charles W. Maddox, Bishop Diante’ Waldon, International Presiding Prelate of the Maranatha Faith Fellowship International, and Bishop G. Calvin Boone on January 14, 2006. On December 28, 2010, Bishop Bell received Apostolic Succession from the Right Reverend (Dr.) Jay E. Bunting from the Providence of St. Alcuin which is in full communion with the Anglican Communion. He was set aside for apostolic affirmation as an Apostle on May 18, 2013, in Chicago, Illinois, and was affirmed as an Apostle in Dallas, Texas on May 31 in the Year of our Lord 2014 by Apostle George Akalonu, Apostle O.C. Obikaram, and Apostle Ronald Shepherd of the International Ministers Fellowship.

 He has held various credentials over the past 42 years being licensed to the Ministry by Full Gospel Assemblies, Intl. of Coatesville, Pennsylvania and ordained as a Minister of the Gospel of Christ by the Bible Fellowship Christian Church of Steelton, Pennsylvania, the Second National Baptist (Primitive) Association of Front Royal, Virginia, the Lancaster Mennonite Conference of Lancaster, Pennsylvania, the Association of Evangelical Gospel Assemblies of Monroe, Louisiana, the Koinonia Fellowship of Churches of Chester, Pennsylvania, the Blood Covenant Fellowship Church of Chester Pennsylvania, the United Evangelical Churches of America of St. Mary’s, Georgia, and Withered Hands Ministry of Bristol, Tennessee. Apostle Bell is a graduate of the Full Gospel Baptist Bible Institute of Upper Darby Pennsylvania with a Bachelor of Arts

in Bible and Theology, the Regency Christian College of Jacksonville, Florida with a Bachelor of Arts in Pastoral Ministry and a Master of Arts in Divinity, and a Master of Arts in Biblical Studies and a Doctorate of Divinity from the Tripp Bible Institute of Marion, North Carolina. He has also received a Certificate of Completion in Urban Evangelism from the Melvin Floyd School of Evangelism in Philadelphia Pennsylvania, a Certificate in Pastoral Ministry from Cathedral University of Los Angeles, California, and a Certificate as a Certified Chaplain from the Tripp Bible Institute of Marion, North Carolina. He also has an Honorary Doctor of Christian Ministry Degree from the Dayspring Theological University of Dallas, Texas, and an Honorary Doctor degree from the World Christianship Ministries of Fresno, California, and an Honorary Doctorate of Letters Degree from the Academy of Universal Global Peace of Chennai, India.  

 He was the former First Assistant Presiding Prelate of the Maranatha Faith Fellowship International, a former Secretary of the Pennsylvania Prison Chaplains Association and the Koinonia Fellowship of Churches of Chester, Pennsylvania, a former Board Member of Yoke-fellowship Prison Ministries, Inc. of Reading, Pennsylvania, a former member of the Church Committee of Justice and Mercy, Inc. of Reading, Pennsylvania, a former member of the Directional Leadership Team and Director of the Pastoral Care Team at Vintage Community Church of Harker Heights, Texas, and the Men’s Ministry Leader and Bible Teacher at Arise Ministries in Austin, Texas. He is an ex-officio member of the Executive Committee of the International Ministers Fellowship – U.S.A. of Kilgore, Texas, a member of the Global Missions Board of the International Ministers Fellowship International of Chicago, Illinois, a member of the National Certified Chaplains Association of Marion, North Carolina, and the First Assistant Presider of the Remnant International Fellowship of Churches of Tucson, Arizona. Apostle Bell serves as Apostolic Overseer of the Founder of Blood Covenant Fellowship Ministries and the Global School of Ministry – Central Texas in Georgetown, Texas. He also serves in several other ministries and missions, and mentors other ministers, elders, and pastors, counsels and teaches a weekly Facebook Live group, and ministers online through various mediums. 

Apostle Bell has completed coursework in the Global Advanced Mentorship Program/2015 Masters Class and is an ongoing Mentor of the GAMP/Master Class from 2016 to the present. He is currently ministering to and giving apostolic oversight to many pastors and ministers here in the United States, and in Africa, India, Malaysia, and Pakistan. Apostle Bell lives in Georgetown, Texas, and is employed by Allied Universal as a Security Professional in Austin, Texas. He is married to Carol A. Bell, they have two children, a son, Benjamin Lewis Bell who lives with his family in Chester, Pennsylvania, a daughter Natalie Mae, and four grandchildren.
